Subject: Goodbye MCI?16th nov 2009
Posted: Thu Nov 19, 2009 9:37 am (GMT 5.5)

Goodbye MCI?16th nov 2009 TOI news

NEW DELHI: The draft Bill to set up the National Council for Human Resource in Health (NCHRH) -- the overarching regulatory body for the health sector, that would replace the existing Medical, Dental, Nursing and Pharma Councils of India -- is now ready.

Moving swiftly to establish the NCHRH as a way to cleanse the already tainted medical education system in the country, the health ministry has finalized the draft Bill and opened it for public scrutiny. States have also been sent the Bill for their comments following which it will be taken to the law ministry and the Cabinet.

A 12-member task force set up to form the NCHRH under the chairmanship of the Union health secretary in June, in its report to the ministry, said that while India was one of the fastest growing economies in the world, it was also one of the weakest performers in health. The estimated density of health workers is 20% lesser that the WHO norm of 2.5 workers (doctors, nurses and midwifes) per 1,000 population.

According to the task force, there are important distortions in the production of health workers in India. It said that while there has been an increase in the number of medical colleges in the last decade, it has been due to increase in private medical colleges in the southern states.

"Private medical colleges also place a heavy burden of fee on students and their admission procedures are not transparent. The curricula of the medical schools are not designed for producing social physicians. Rather the training they provide is better suited to the problems of urban India and for employment in corporate hospitals," the task force report said.

This is why the ministry is going all out to set up the NCHRH, the idea of which was first floated by President Pratibha Patil.

The Bill says that the chairman of NCHRH should have at least 10 years experience in medical and health education or leadership of non-medical academic institutions imparting education in disciplines such as law, management and public administration.

The committee to chose the chairman will include the cabinet secretary, principal secretary to PM, Union health secretary and two other technical experts.

The Council will meet at least once every three months and will, among other things, give permission to establish new institutions or new courses of study, recognition or approval of courses, recognition of qualifications, recognition and disqualification of foreign degrees, prescribe standards of professional conduct and etiquette.

The single regulatory body will oversee the regulation of seven departments related to medicine, nursing, dentistry, rehabilitation and physiotherapy, pharmacy, public health/hospital management and allied health sciences.

According to the draft Bill, the Council will consist of the chairperson and four full-time members appointed by the Central government. They will hold office for three years. Every state will have separate bodies constituted by the Council for each department.

The Council will maintain a national register of human resources in health which will contain names of all persons who are enrolled by the Board.

The Council will also conduct a national level exit exam for super-speciality postgraduate students. The Council will be be an autonomous body independent of government controls.
Author: Ketan Desai
Subject: Is Ketan Desai king of capitation fee?
Posted: Tue Nov 17, 2009 1:16 pm (GMT 5.5)

Is Ketan Desai king of capitation fee?
TNN 8 June 2009, 05:23am IST

AHMEDABAD: He has had a vice-like grip over the Medical Council of India (MCI) for almost 20 years now. The Chennai-based Sri Ramachandr
University (SRU), which demanded Rs 40 lakh from students seeking admission in a capitation fee racket unearthed by TOI-Times Now, is just one of the numerous medical colleges across the country which need to have Dr Ketan Desai, the MCI chairman, on their side;

You can’t do without Dr Desai if you run a private medical college in the country. You either have him or his nominee on the board of management if you want to circumvent merit and sell an estimated 2,500 countrywide ‘management quota’ seats available in MBBS colleges, despite an explicit Supreme Court ban on capitation fee. At a conservative average of Rs 20 lakh per seat, the management quotas fetch capitation fees worth a staggering Rs 500 crore annually and the business has steadily grown during the years Desai has been in power.

In December 2008, former Union minister TR Baalu stayed in a posh city hotel for four days to meet Desai in order to sort out a problem a medical college in Tamil Nadu was having with MCI. Baalu sought the intervention of some leading business barons of Gujarat Inc. when Desai refused to give him an audience.

When HD Deve Gowda was prime minister in 1997, he took time out during an official visit to Gujarat to meet Desai at his Ahmedabad residence to persuade him to reverse an MCI decision against a medical college in Karnataka. That was the time when Dr Desai, who has been an MCI member since 1990, had begun to take complete control of MCI after becoming its chairman in 1996. After Gowda’s visit, the college was recognised by MCI. Since then, he has only tightened his grip over the business of medical education. He even became the Indian Medical Association (IMA) president in 2001, establishing control over the entire medical fraternity. From 1999, he has had an unbroken run as head of Gujarat Medical Council, the state level body of MCI.

Even after the setback in 2001 when he had to quit the MCI post after Delhi High Court described the MCI as a “den of corruption”, he controlled the institution through his nominees till he returned as chairman in March 2009, after winning a prolonged legal battle.

An alumnus of Ahmedabad’s BJ Medical College (BJMC), from where he did his MD in Urology, Desai is also professor and head of the urology department in the college. Even though he never formally taught in the college, his clout was evident in 1995 when he bagged the prestigious Dr B C Roy Award for excellence in teaching medicine. Even today, nothing moves in BJMC without Desai’s consent. When former state health minister Ashok Bhatt tried to tame him in 2003 by appointing a dean who was not of his choice, the college erupted in an agitation which forced Bhatt to relent. The dean was soon replaced.

But then, Bhatt was just a state minister. In 2005, Dr Desai even took on former Union health minister Anbumani Ramadoss who tried to bring a legislation to curtail and regulate MCI’s powers. The amendment has not seen the light of day because Desai’s influence now traverses across political lines where vested interest in medical education runs deep.

For evidence, you just have to visit his personal website which has photographs clicked with several politicians, including one of him sharing a dais with DMK chief M Karunanidhi at a Chennai function hosted by the controversial Sri Ramachandra University. It could well be that Baalu had come to Desai’s durbar trouble-shooting for SRU. Desai didn’t pick up his phone after numerous calls TOI made on Saturday.
Is Ketan Desai king of capitation fee?
TNN 8 June 2009, 05:23am IST

AHMEDABAD: He has had a vice-like grip over the Medical Council of India (MCI) for almost 20 years now. The Chennai-based Sri Ramachandr
University (SRU), which demanded Rs 40 lakh from students seeking admission in a capitation fee racket unearthed by TOI-Times Now, is just one of the numerous medical colleges across the country which need to have Dr Ketan Desai, the MCI chairman, on their side;

Subject: dnb 2009 final exams
Posted: Mon Nov 16, 2009 9:56 pm (GMT 5.5)

hello asha mam
i need u to kindly guide me regarding this small issue
i am a secondary dnb candidate appearing for dnb theory board speciality in ob gyn for the first time. my course time is from feb 2008- feb 2010.

nbe issued me a letter 10 days back,dated 5th november that i have been provisionally allowed to appear in the forthcoming theory exams in december 2009 . but also the second part of the letter also says for me to give a final annexure VI certificate certifying final completion within 15 days of training.

they write that if i fail to submit the required certificate " in time" i will not be allowed to appear in the " forthcoming examinations"

my doubt is that the first part of the letter clearly says that i have been accepted as a provisionally candidate. however the latter part states that " appearing for the forthcoming " exam will be withheld is not clear that they mean the practicals after the theory or the theory.
i will obviously be furninshing the final annexure VI in feb 2010. do i have to submit anything now. i take it that this deficiency letter is just mandatory for all students appearing for teh first time before actual completion of posts?

do help!!!
Hi Asha ma'am,
I have done dnb paed but not yet cleared the exam. I suffer fom social anxiety disorder and I am finding it almost impossible to see patients. But I would hate to give up paediatrics. Also I don't know what else to do as I am 30 years old now. Are u aware of any superspecialisation in paed which has less patient interaction. If there r any it will give me some inspiration to clear the exams as now I mostly feel what is the use of clearing it if I can't practise it.

its good to know that many of guys have gone through these simple tips I got;

Revision is the key to success in DNB; please revise---revise----and revise yet again ; sincerely

please dont be scared or tensed when u face difficult questions-----prepare the subheadings as i showed here before and just fill them up-----just imagine the area or anatomy of the lesion and write about excision or other treatment; important structures in the area; could be complications; injury etc etc

things which are similar in surgery: like criteria for inoperability in abdomen;
en bloc excision if adjoining stuctures are involved; biopsy to confirm diagnosis etc should be mentioned

in short behave like a surgeon in the exam and just write what you will do

confidently!!!!!

good luck
to dr.meenakshi
well you are getting 10.5k as stipend that is good but you know what should be the actual stipend? it should be the stipend paid at goverment medical collaaaage in respected state or 10,000 which ever is more...
you know what is the stipend at GH? it must be around 15 - 20k or may be moreso now think again that you are getting less stipend according to DNB guidelines
hope every DNB resident should understand this and fight for this...

madam, i passed MD (SPM) which is a mci recognised degree.

now i want to join dnb in gen surgery.

previously there was no need to pass dnb part 1 exam for md/ms degree holders... but i dont know current status of that rule.

madam, please convey about the rule.
