Patient came to refill narcotic, he had prescription 2 weeks

Patient came to refill narcotic, he had prescription 2 weeks ago by other doctor for one month. The other doctor is on vacation
-Refuse refill prescription and ask him to come to his doctor
-Refuse refill and ask him to take medication over counter
-Refill prescription for a period up to other doctor come

if the patient has the prescription for 1 month so a doctor may prescribed another refill for 2 weeks more
he should not be given prescrption and ask to come back to his doctor.
